You can convert TERRAIN files to TGO format in several ways. The most proven option is to download dedicated software that allows you to convert between the TERRAIN and TGO formats. TERRAIN File Type
The TerraGen Terrain Graphic Data file contains data about the terrain of a specific area. The file is an XML-based graphic and text file which can be opened with a spreadsheet program such as Microsoft Excel or Apple Numbers.

TGO File Type
As the name suggests, the TGO file extension is associated with the Terragen 2 program. It stores data about terrains and terrain data export. To create terrains with TGO files, one would first need to import a height map exported from Terragen 1 as well as topography map generated by a 3rd party tool such as UTM or GeoTIFF (from OpenStreetMap). The data in a TGO file is saved under a .terragen2.3D extension.
